Directions: Use the GFOA Distinguished Budget Award Criteria posted on Canvas as your reference for this project. Then evaluate each criterion based on the local government you selected to review. For example, the first question on the Criteria Location Guide states:
#C1. Mandatory: The document shall include a table of contents that makes it easier to locate information in the
document.
1. Is a comprehensive table of contents provided? ________________________________________________
2. Are all pages in the document numbered or otherwise identified? _________________________________
3. Do the page number references in the budget or electronic table of contents agree with the related page
numbers in the budget or electronic submission? _______________________________________________
For this specific question the #C1 refers to the budget as a communication device, and specifically about the table of contents. Therefore, you would go through all the questions on the criteria location guide and group your responses under the four areas:
Policy Document
Financial Plan
Operations Guide
Communications Device
Then you can write your paper based on my required format.
The grading for this paper is based on your ability (1) to correctly analyze the budget document, and (2) to include relevant literature from the class reading list to persuade the reader that the criteria in the evaluation are important for good budgeting. Do not write to fill pages, but write for effect. Your grade is inversely proportional to how long it takes me to read and understand your paper!
NOTE: You should make notes on each of the criteria so when you start writing the paper you can refer back to your notes to justify why you evaluated the criteria in a particular manner. This will also help you identify potential areas that need further review.

Using your notes from the Week 6 Assignment: Print Comparison, you will write a laboratory report for your comparison. Report writing differs from agency to agency, or in different jurisdictions. Generally, your final report should include the following:
Your name
The name of the investigator
Case or file number(s)
Date
Address of the location of the scene or lab
General description of the item(s), event, or activity that is the subject of the assignment
Objective of the assignment
Procedure used
Case summary
Conclusions and Findings (may include an opinion).
Specific dates, times and places of investigatory testing or other activities (i.e such as removing evidence from storage, consulting other examiners, etc)
Photographs, samples, drawings, schedules, maps, charts and summaries relevant to the case
Test examinations, calculations, computations or other procedures that were followed
Format Requirements
As this is a lab report, it should be formatted as a lab report, not a paper.
Make sure all of the areas above have labels or headers and are covered.
Additionally:
In the past few years, there have been several significant decisions that have resulted from challenges to the admissibility of fingerprint evidence (Daubert hearings). Where do we stand now? Describe one case, or ruling, that helped to establish the current state of fingerprint evidence in a court of law?
After reading chapter 14 of our textbook, what research can still be done to reinforce the assertion that identification based on fingerprints is a science?

Fundamentals of forensic science.

This assignment is an application of what you have learned so far in CCJS 441 and in CCJS 301. Also, this is a process assignment. The actual conclusion is not important in this assignment. The important aspect of this assignment is the process. How do you get to the conclusion? Do you understand the process and what happens in the lab? Yes, knowing how to exclude and include is important, but what is the process? That is what this assignment should be focused on.
Please describe in detail the analysis and comparison of this casing. Make sure your description includes the following items:
A complete description of the evidence
A complete description of the class characteristics visible on the evidence
A complete description of any class characteristics you may expect to encounter under the microscope
A complete description of the individual characteristics visible on the evidence
A complete description of any individual characteristics you may expect to encounter under the microscope
How known standards should be obtained.
How that class and individual evidence can be used to compare, exclude, and/or include the known standards after the comparison is complete.
Here are some of the readings from this class to get you started:
The Idaho State Police Manual: https://isp.idaho.gov/forensics/wp-content/uploads/sites/10/documents/currentAMs/Firearms/Firearms%20Toolmarks%20Methods%20rev10.pdf. Casing Examination is on pages 12-13. Although not detailed, it should get you started.

Describe conventional/cut rifling and polygonal rifling. Which rifling do you think would be easier to make an identification or elimination on?
Research what brands of firearms have polygonal rifling and which brands have conventional/cut rifling. Name three manufacturers who manufacture firearms with polygonal rifling and three manufacturers who manufacture firearms with conventional rifling.
What are potential advantages to having a firearm with polygonal rifling versus conventional rifling?
Name four different types of bullets (not calibers) and describe what they are typically used for. What are reasons a customer would choose this type of bullet over other types of bullets?
When trying to identify these bullets, do you think that it would be more difficult to identify/eliminate a lead bullet or a copper jacketed bullet and why? (when approaching this question, keep in mind that lead is softer than copper)
Name all of the steps in the cycle of fire and give a brief description of what happens in each step.
Name two types of centerfire primers and give a brief description of the components. Make sure you describe how they are different. Describe how a single-action revolver functions and describe how a double action revolver functions. Name four different types of actions used to load a shotshell into a shotgun. Describe how a derringer functions. Describe how this type of examination would be different when examining both fired cartridge cases and fired bullet than a pistol or revolver
What are the main tools that a firearms examiner uses in the analysis of ammunition components? Safety is a top priority in the laboratory and when dealing with firearms. What are firearms safety rules? What safety considerations need to be considered when handling firearms in the laboratory setting and when firing firearms in a laboratory setting? What is the range of conclusions for firearms examinations and give a sample statement of each type of conclusion?
In your own words, what is the AFTE Theory of Identification and what does it mean?
What are three different types of breech face marks? What are three different types of firing pin impressions? Define class, subclass, and individual characteristics for firearms examination. Name three class characteristics for cartridge cases. Name three class characteristics for fired bullets.
